I think you might be grandfathered in, but will let the President decide on that.

Past members are exempt. It's more for contact info. Also, in the past people would get the banner right away then you'd never see them again. I've run into several people who sport the banner only because they thing it's cool to have one without actually ever attending a meeting or event. Now they gotta earn it.
